New federal law requires variable-speed motors in 2025

The DOE Energy Conservation Standards for Dedicated-Purpose Pool Pump Motors is a federal law that requires most pool pump motors to be variable-speed starting September 29, 2025.

Does this law apply to me?

Yes. The U.S. Department of Energy’s (DOE) Energy Conservation Standards for Dedicated-Purpose Pool Pump Motors apply in all U.S. states and territories.

  • Nationwide coverage – No matter where you live in the U.S., the rule applies.
  • State rules may go further – Some states (like California and Florida) already had strict efficiency laws before the federal rule. In those cases, you’ll need to follow whichever law is stricter.
  • Homeowners, pool pros, and businesses – Anyone replacing a pump or pump motor must comply.

What this means for you

  • September 29, 2025 – Replacement pump motors ≥ 1.15 THP must be variable-speed.
  • September 28, 2027 – The rule expands to motors 0.5 – 1.15 THP.
  • Small motors (< 0.5 THP) must meet minimum energy efficiency requirements.

After these dates, replacing with a single-speed motor will no longer be legal.
