To tell if a pool salt cell is working, check for visible bubbles (hydrogen gas) coming from the cell when the system is running, which indicates chlorine is being generated. You can also use a test strip or kit to measure chlorine levels in the pool water; if levels are low despite proper salt and flow, the cell may not be working.
